So, a person who is legally permitted to purchase from a licensed dealer could not make a purchase with the intent of transferring it to a person who would be prohibited from buying from the dealer. So, a bona fide gift, say from a family member, is probably allowed, but a sham "gift" simply to avoid the federal law could cause problems.
