Not until your probation is over, and even then it depends on what the probation is for. You cannot join any military branch if you're legally obligated to another branch of federal, state or local government. The military generally doesn't accept anything in a person's record other than minor traffic violations and offenses.

It has nothing to do with whether or not you've paid up - it has to do with you ability to pass a background investigation for a security clearance, of which most Navy rates are required to have for their particular jobs. The Navy does not conduct BI's - The Department of Defense does, so they have no control over what DoD decides is acceptable or not.
