Yes Yes, All he has to be is old enough to get married without parental consent; it is just easier. Well, my husband is 8 years younger than me and we have a great marriage. I came with a package of three sons and when I met him ; he was 21 going 22 ,I was 29 with a month left to be 30. We have been together since then and got married in a very reasonable time and it worked before the marriage and now is better. Some guys are more mature than others and that is what you should be looking for. The maturity doesn't have to do anything with the age. Trust me, I learned that with a bad marriage before my Husband. So go for it; the age means nothing .That is just on the eyes of the beholder!
