It depends. A simple expungement does not qualify you to own a handgun. If have been charged with something that disqualifies you from owning a gun, you have to have your rights restored before you can legally buy one again.

This ALL depends on what state you live in, and what crime you committed. In most states, you must have a clean record to possess a firearm with no felonies, so if it is a misdemeanor, it takes the time they tell you to have it expunged from your record. If it is a felony, you can NEVER own a gun legally.

No you do not have to be a gun expert to own a gun. As long as you are of legal age to own a firearm and you do not have any felony offenses on your record, you can own a gun.

Like MOST of the US States, there is no requirement or mechanism to register ordinary firearms with anyone in Arkansas. When buying a gun from a Dealer, the Dealer must maintain a record of the sale for 20 years at the shop.
