It's generally ILLEGAL to pass on the right at all, however this is usually not enforced. It is TOTALLY ILLEGAL to do so by driving off the road- your car is supposed to stay on the road at all times.

Maintain the same steady speed you were driving at. You should NOT: increase your speed, change into the same lane. You SHOULD: yield the right-of-way.

Either mask the dipping portion (ie with a kit for headlamps that dip to the right) or if its permanently going to be used driving on the left get some replacement headlights either new or used.
