A provisional license is for someone under 18. 18 or older you get a "basice drivers license".

In Britain, a 17-year-old can ride a motorcycle with a maximum engine capacity of 125cc on L plates if they have a provisional license and are in possession of a CBT (Compulsory Basic Training) certificate. To ride a 150cc motorcycle, they would need to complete the full motorcycle test to obtain a Category A1 license. Riding a 150cc bike on L plates without the appropriate license would be illegal.
If you have a full provisional licence registered to that vehicle, and the car is road worthy, then yes: A 3 year old can ride with te 17 year old.

If they're on a restricted license and the license states a curfew then definitely yes
A 16 year old can drive up to a 50CC with a provisional and i think a CBT, a 17 year old can drive up to a 125CC with provisional and CBT. People say putting "L" plates on the scooter replaces the need for a provisional license or CBT IT DOES NOT!!!!! most bikes can be restricted at a police station as I am lead to believe. If you get your permit when you are seventeen in New Jersey, you have to wait six months until you get your provisional license...Then I think you have to wait until you have your license for six months or a year until you get your regular driver's license..
