Unless you are referring to underwear, it is doubtful. They are clothed in uniforms issued by the prison system. I only have experience in California state prisons, so I don't know if it applies. They can get packages through certified vendors a few times per year. In their catologs, you'll find t-shirts, underwear, socks, shoes--necessities. The only exception I can think of is if you're specifically sending the clothes in which he/she is to parole in. But they probably have a specific protocol to follow in sending one of those packages. I mean, you can't just buy some syuff at Macy's and send it to them (I don't think).
no not from prison to prison but, you can send it to somebody who can rewrite it and send it out as if that person wrote it himself.
You cannot send actual letters to inmates in Pleasant Valley Prison in Coalinga, California through Jpay. You can however email them, if the prison participates in that program. To find out if they participate you will need to have the inmates ID number and type that in on the Jpay site.

You can't. You can send "email" to inmates within the Federal prison system and in some states as well. But they have no access to a computer therefore the emails you send are simply printed out and given to the inmate as if it were regular post office mail.

Sending a guitar to an inmate in prison is generally not permissible due to security and contraband concerns. Each facility has its own rules regarding what items inmates can receive, and musical instruments are often restricted. However, some prisons may allow inmates to have personal items, including musical instruments, under specific conditions. It's best to check with the specific prison's policies for accurate information.
do the clothes have to be new, or can I send his old clothes to him.
Yes, some inmates are allowed to send money to family or friends outside of the prison. The process varies by facility and may involve using a designated money transfer service or having the inmate request a withdrawal from their account to be sent to a recipient.
