You may be able to wear one, but the other ear must be kept free to hear sirens or other traffic warning devices. You cannot, in any circumstances, have both ears covered with earphones nor have ear buds on both ears at the same time. Your first priority in driving a car is ... driving the car ... driving is a privilege, it is NOT a right.
I'm not sure about headphones but a blue tooth ear bud is okay.
Bone conduction headphones do not block ear canal, therefore should be legal.

A search of Arizona Revised Statute Title 28 (Traffic) turns up no hits for headphone, ear, earphone or earbud, so I'm thinking it is perfectly legal to wear them; however, if you have an accident while wearing them and your victim can find some reason that the accident wouldn't have happened had you not been wearing your headphones then it's probably not going to go well for you in civil court.
