This is usually the case. In my experience, the order is engagement, marriage, divorce. There are some cases where there is no engagement period, instead skipping straight to marriage, but most often one must be engaged before one can possibly be divorced.

However, perhaps you're asking if you can be engaged to a subsequent spouse while you're still married to your current spouse, in which case there's nothing stopping you but good taste and refinement.
