My opinion is that it should be manditory because if they kill some one they should be killed. As the saying goes "Treat others the way you want to be Treated". The price for a life is a life. Specially if they kill a child or baby that could never be forgiven. I know in The Bible it says you should forgive and forget, but killing some one's pride and joy could never be forgiven or forgotten.
