Death penalty should be a law bcoz criminals are no pity . Its very unfair to the victims.
One major con might be: What if you convict and then "Kill" the wrong person. You can't just say oops, sorry, here's some money for your pain and suffering. the death penalty is absurdly expensive compared to life without parole. many have argued it goes against the 8th amendment (protection from cruel and unusual punishment) states WITH the death penalty average higher murder rates, however there has yet to be a causal link established.

I am not an expert, but I have heard many times that ethnic minorities are disproportionately sentenced to death. It is not just the death penalty though - here in Britain, you are much more likely to be stopped and searched by the police if you are a young black man. As much progress as we think we've made, institutional racism is still rife.
The Duke says "Are not these woods more free from peril than the envious court? Here feel we but the penalty of Adam, the seasons' difference." The seasons' difference is the change in weather from season to season. The penalty of Adam alludes to the Biblical myth of the expulsion from Eden. Normally Adam's penalty would be thought of as death, but here the thought seems to be more that in Eden there was no change from season to season, but once expelled, Adam had to endure the change of seasons. Thus the penalty of Adam is Change, or if you like, Time.

As of October 2009, fourteen states and the District of Columbia have abolished the death penalty; and New York has declared a portion of its capital punishment statute unconstitutional. The difference between New York's status and that of the other listed states is that, while their judiciary nullified a portion of the current death penalty law, the state hasn't passed legislation officially banning capital punishment. The number on the right indicates the year each state officially legislated against the death penalty.Alaska.......................1957Hawaii.......................1948Iowa.........................1965Maine........................1887Massachusetts............1984Michigan....................1846Minnesota..................1911North Dakota..............1973Rhode Island..............1984Vermont....................1964West Virginia..............1965Wisconsin..................1853Washington, DC..........1981New Jersey.................2007New Mexico................2009New York...................2004, 2007** State death penalty statute declared unconstitutional.

The DingoBot has made an error, nothing here is repetitive.Generally speaking, individual US States create laws via their legislatures and signed into law various bills. All US laws must be Constitutional, however, all specific powers not granted to the Federal government by the US Constitution are left to the individual States to decide. As an example, the death penalty, provided it complies with the US Constitution, are left to the States to decide. This has resulted in some States abolishing the death penalty and some have the death penalty.
