The founders of the Constitution set up many limitations inside the document to create checks and balances within the 3 branches of Government. This means no one body can change something inside government without getting the majority of support from the rest. The house cannot pass a law without majority consent from the senate. The law will not pass without the signature of the President. The law will not stay in power unless the supreme court views it as Constitutional. We as the people elect these officials and have a "check" on them even 2, 4, and 6 years with re-election.

So, to answer your question, Yes, American Government is responsible. The institutions implemented are meant to keep the representatives inside responsible to themselves with boundaries of power and responsible to the people with elections.
