A member of the House is responsible for all the people of their district and should vote in their interest. With that being said, there is no reason why another member can not take up the cause of someone from another person's district.

Lawmakers are influenced by their political party because the party allows them to represent them. The lawmakers are supported by their party.
Each U.S. Senator is supposed to represent the state from which he/she was elected. Each U.S. Representative is supposed to represent the people of the congressional district from which he/she was elected.(Note that I did not state that a Representative is supposed to represent a congressional district or that a Senator is supposed to represent the people of a state.)
