In the United States you are required to stop at the sign. Slowing down is not stopping and therefore can result in a $100 fine. However, many experienced drivers choose not to come to a complete stop at stop signs. Butt at the same time many Americans do it as a way to race up the process of a stop sign.

Crossbuck signs should be treated the same as yield signs. They indicate that a driver must slow down and be prepared to stop for an approaching train at a railroad crossing. Just like yield signs, they require drivers to assess the situation and yield the right-of-way as needed for safety.
An intersection with no stop sign indication means you have the right of way, this also means that the drivers on the other side of the intersection have a stop sign. But to be safe,you can always slow down, just to be ready to break if a driver thinks you have a stop sign.

In many countries it is 'recommended' but not actually a law. Where I live in western BC, Canada, that's the case. There are even large roadside signs asking slower drivers to keep to the right. -It doesn't seem to stop many slower drivers just moseying along in the left (Fast) lane as if they are the only road users. In New Jersey it is a Law. Left lane is actually for passing.

The numbers running down the side of the drivers license is an internal code from the DOL. It does not mean anything specifically it is just a sort of identification code the DOL uses.
It is almost directly under the drivers side just behind the oil filter and a little down.
