Yes, and for many years there has been a "must issue" law that requires a concealed weapon permit to be issued to nearly anyone who wants one. Any visitor over 21 with a license in another state is allowed to carry concealed in Florida, provided the issuing state also allows licensed Floridians the same courtesy in their state.
