In my opinion, yes.
I know that all of Canada, just north, has very strict hate crime laws.

Hate mail is not a crime unless the hate mail falls into other type of laws. Many hate mail letters to the same person can be deemed harassment or stalking. If there is a threat in the hate mail, it can be an assault.

In the US, generally speaking, minorities have the same rights as other citizens. In a state or large city there may be five or six minority groups. Enforcing laws would become very difficult, especially if there is a doubt concerning a person's nationality or race. For example, if Native Americans had special rights in New York City, there may be a question regarding if indeed they are Native Americans. In many places and in Federal laws, there are what are called hate crimes. This normally applies to minorities or people with gender related issues. If such a minority has a crime committed against them, there are special laws that apply to such a person being targeted because they are Chinese, as one example. These laws are needed to protect minorities from hate crimes.

No laws were written for any religion in the United States. This is a secular democracy and in the constitution it states that there is a freedom of religion. This includes making any laws that would favor a particular religion and one reason people came to the United States. If you are talking about Ireland that would be a different matter.
Verbal harassment is the most common hate crime. It is also a crime that goes widely unreported because it is mainly committed by school mates or young adults. Hate crime in the United States and around the world generally focuses on racism and homophobia. Government laws today are of the most restricting forms of hate crime that affect everyone. In Mongolia, it is illegal for homosexual groups to form organizations. In many African countries homosexuals are often killed and arrested. In the United States, several hundred hate groups have formed over the past decade and white on black, as well as black on white crime has steadily rissen as the economy grows worse. The current "Trayvon" investigation is an accurate depicition of violent hate crimes in the United States.
