no you are not allowed on the beach with a quad or motorcycle even if they are insured, but google for off road tracks near you where you can pay to ride your vehicle
In UK at least a full B1 you cannot ride a quad on a motorbike licence.you just need a full UK drivers license to drive a quad (if your in the UK), you also don't need to wear a helmet as its not a legal issue :D
To drive an ATV quad bike on the road one needs to have a full car licence. An ATV quad bike can only carry passengers if it is designed to do so and has the right number of seats.

Well, you don't need a license period to ride a quad off road. Quads are not street legal, and unless you're on public roads, you can drive whatever you want, wherever you want (at that point though, trespassing etc. becomes a concern.)

You need a license to be allowed to participate in competitions.
He cant you need to be over 18 to drive any kind of vehicle on the road legally unless it is on your propety.
