Heck no! don't ever pay someone who did not complete a job for you! Pay someone if they finished the job. do not give him money for not completing his job that he was supposed to do, its his fault that he couldn't complete it. But go ahead and pay him if you like, you will just lose money.

Could you be sent to a collection agency if you have paid 90 percent of a total charge and have not yet received your whole merchandise from the vendor?

If you have not received all your merchandise from a vendor, you do not have to pay at all, unless your agreement was payment in full before your revieve your merchandise. This would be a foolish agreement to enter into. Same as, if you hired someone to do a job, and they did not complete the job, you do not have to pay them until the job is complete. No judge in the world would rule against you in a case like this, and no collection agency in their right mind would take the job. When they provide everything they promised, only then is payment due. You don't pay for next months groceries until you take them through the checkout, same principal.
