Your best option is parental control software. There are other methods, but they become very technical.
He can try to give up his parental rights but he will always have to pay child support. But even if he does not give them up he cannot be forced to see his child.

Not unless the child is adopted by another man. The dad is the dad until someone else takes that obligation. Many men are forced to be fathers when they are not ready and lack the right to abort their responsibility like women can. But, with maturity, this can change, to the benefit of the child. This is not the same for the mother who aborted her responsibility. There's no going back later to make it right.

Your husband can only adopt if the girls father willingly gives up his parental rights or the court terminates them. As her dad he will pay child support until the adoption is through. Then your husband have that responsibility and parental rights just like you. So see what your ex wants. The court stops child support etc when the adoption is through.
