I have a feeling this is coming from someone with a legal background. Silence constitutes acceptance when either:

1) the offeror proffers property or services to the offeree and the offeree has reasonable opportunity to return or refuse them, but instead the offeree acts like he owns the property or accepts the benefit of the service.

2) other circumstances make it reasonable to believe that the offeree is expected to accept unless he gives notice of rejection.

Does silence amount to accpetance?

This is really just a rephrasing of the old Latin rule of law: "qui tacet consentire videtur (one who is silent is seen to have given consent)." To acquiesce is to accept or to comply. So, it follows that if a person chooses silence as a response, then that is interpreted (rightly or wrongly) as acceptance.

In what way can an offer be accepted other than in writing or orally?

An offer can be accepted through conduct, which means that a party's actions can indicate acceptance without explicit communication. For example, if a person begins to perform the actions stipulated in a contract, such as starting a job after receiving an offer, this can constitute acceptance. Additionally, acceptance can occur through silence in certain circumstances, particularly if the offeree has a duty to respond or if prior dealings establish that silence indicates acceptance.
