Etiquette is how we govern the manners deemed proper and respectful for each situation one may find him or herself in. HIPPA was designed to give personal privacy and show respect to patients. It would be improper and disrespectful to give out the personal and private medical information of someone without their permission.
HIPPA provides federal protections for "personal health information held by covered entities" and gives all patients rights with respect to that information. At the same time, the Privacy Rule is balanced so that it permits the disclosure of personal health information needed for patient care and other important purposes, while it assuring the confidentiality, availability and integrity of the protected health information.
