(in the US) You cannot travel abroad without a valid US passport and a minor can leave the US only with the approval signatures of BOTH parents (if living), or guardians. If that provision is complied with, the adult sister would be acceptable as a travel companion.

Tell your parents how you feel but the decision on who lives in their house is your parents. Your sister is an adult and can do what she wishes. Maybe they feel better having her close instead of kicking her out. This way they can keep an eye on her.
