If it is already at the maximum height allowed, then you'd probably have to go through a legal process for a "variance" or "variation" and there are some stiff rules as well as a typical 10% "max" so if you're already at the max and it's 6 feet, that's 72 inches and 10% would be 7.2 inches, or not much more. If it's a matter of privacy, have you thought about plantings next to the existing fence? It may take some time for them to grow in and you'd lose some space, but generally (and there again you'd have to check) there aren't limitations for the height of plantings -- it could be cheaper than trying to go the legal route depending on all of the factors.
