Actually, many pirates wore eye patches during the day so that they could see with that eye at night. One eye would compensate for the other at all times.

Shirt: Usually a white long sleeved shirt with billowing sleeves. Vest: Usually a dark coloured vest over their shirt. Greatcoat: A long coat that is so long it goes down to your knees. Pants: Any pants, usually dark coloured. Belt: Belt in which a pirate's sword and various other items are hung from. Boots which are seaworthy. Various jewelly.

These laws were created to differentiate the upper class and peasants. When pirates would raid boats some of the most sought off items were high class clothing. The pirates would then hold a small "auction" and the pirates would bid on the clothing. The proceeds would often go to the ships "maintenance" but would often end up in the pocket of the captain.
One of the reasons pirates are often pictured in "clashing" outfits is because they very rarely were able to buy a whole outfit in the "auction".

The pirates' shoes were called boots. Buccaneer boots, to be precise. Sometimes the boots were knee-length, and they always wore AARRGHyle socks(!) But on deck and ratlines, barefoot was best for grip. The boots were worn while robbing and pillaging, when a pirate has to protect his (or her) feet from falling cannonballs and other such undesirable mishaps.
