The 12th amendment lays down the rules for elections. It sates that the people will vote in their respective states for the President of their choice and that the President of the Senate will count all the votes in front of the Senate and House of Representatives. The person having the most votes will be elected as Vice-President or President. If the people fail to come to an agreement about the President, then the House of Representatives will vote. If the Vice-President cannot be chosen, then the Senate will vote.
