Duel system (which is federalism) of government would inheritable lead to conflicts between national government and states governments. Framers anticipated this and provided the Supremacy Clause with its "ladder of laws". A system of prioritization of authority that can be applied whenever these conflicts occur.

In establishing a federal system of government, the framers hoped to achieve a system whereby power in the country would be shared between the national government and state governments. Opinions vary regarding how successful this has been.
Through the grants of power in the U.S. Constitution, the Framers sought to empower government and limit it. This was accomplished through the federalism system of government which distributed authority between the national and individual state governments.

The framers of the U.S. Constitution ensured state government authority by establishing a federal system that divided powers between the national and state governments. They outlined specific powers for the federal government while reserving others for the states, as seen in the Tenth Amendment. This balance was intended to protect states' rights and allow local governance to address regional needs. Additionally, mechanisms like the interstate commerce clause and the supremacy clause were included to manage conflicts between state and federal laws.
The framers wanted this because they didn't want the national government to get too strong and become a monarchy, like the one they just worked so hard to get out of. The constitution created a federal system as a compromise so that power of government would be shared between the states and federal government, and the federal government would not become too powerful. It was the only choice the founders thought they had in order to achieve this.

I think you have it wrong. The framers of the constitution wanted a federal government with limited powers. That was one of the reasons came here to get away from in England.
