It certainly depends on the website. Lets start with piratebay.org for example. Free, downloadable movies, music, trailers, and more. They use torrents to upload their merchandise. For people who have no clue what torrents are, its a link to the download pretty much. You download the TORRENT and then have to open it to download it. Some countries don't have copyright laws (such as South Korea for example.) Lets say your an artist and use the exact same lyrics as that South Korean. You wouldn't need 2 ask for their permission to share that material. There are MILLIONS of other examples, I hope that helped a tiny bit.
