That person that was on probation has been granted early termination (got off of probation early). Now if it said probation revoked then that means that the person violated probation and has been sent back to jail or prison

My personal advice is to retain counsel and consult them. However if you are determined to do it on your own in your letter, which should be written in a business or professional/formal format, should include reasons why you believe that such early termination should occur. Furthermore if you can demonstrate particularized need that would help your cause as well. But you must "show good cause" to the officials as to why you believe that they should grant your request and trust you.
