To remove plates from a car, you will need to unscrew the screws holding the plates in place using a screwdriver. Once the screws are removed, you can simply lift the plates off the car. Be sure to keep the screws in a safe place so you can reattach the plates if needed.

really the best and possibily only way to trace a car's history is thru the VIN or thru a CARFAX or similar report. The plates are transferable, so they may give you a good headstart but wont follow that car accross state lines.
