There's no such thing as a "shooter's license" that I'm aware of. If you live in the US, there's this little thing called the "2nd Amendment". You have an inalienable right to keep and bear arms...unless you live in a state or city whose government and citizens are too stupid to respect that right. Check your local laws and regulations. You do have to be 18 to buy a long gun and 21 to buy a pistol. Concealed Carry requires a permit. Hunting requires a license as well as separate stamps for ducks and geese and a tag for large game.
