How do you get jolly pirates in disgaea 2?

As far as i've heard they are found in any kind of of muscle equipment at floor 21+.

So here is what you do:

1. equip some low level characters with all the maps you have gathered so far as this increases the chance of encountering a pirates.

(do this at level 21, otherwise you will get ambling pirates on every fricking level up to 21+)

2. ascend up to 21+, gency out or get out from innocent town and save.

3. hunt for the jolly pirates up to the desired level and if you dont get them, quit and repeat until you get them (i usually take my leave after lvl 40-50)
