The above is not a very helpful answer. If you have been contacted by a company claiming you owe them money the first thing you must do is find out who is billing you and what you are being billed for. If you do not believe you are responsible for the payment, then you must gather documentation (proof) that you are not responsible. You may want to ask whoever is billing you to provide proof that you agreed to be responsible for payment. Example: is there a contract with your signature on it. You can not refuse to pay a bill simply because you do not feel that is should be your responsibility. If you shared responsibility for the utility bill with a room mate for example, and you moved out, you are still responsible as long as you are showing on the lease agreement and the utility agreement. Contact the company and find out what you need to do to end your responsibility, which will include bringing the bill current before cancelling out of the agreement.
