Just use a different camera for your webshow.
The are a whole number of thigns from color saturation, resolution, sharpnes, blur. Sometimes it is up to the person taking the pictures to make it look good.
The front facing camera is not HD, while the back facing camera is. If they are both giving you bad quality pictures, make sure you have enough light in the area of the picture, otherwise it will come out very blurry.
It was very bad quality and the printer was not that great either.

If you think rationally there are no bad effects of camera.
You need special software to do this unless you hold a regular video camera up to the screen but that is very bad quality.
Phone cameras just do not have super high quality. The lens is very primitive and very little shutter control is available. The best advice is to have good lighting, then decent quality photos can be taken.

A 3.0 MP isn't bad, but it's not a very high quality either. From what I can tell, it would be fine for a phone camera, but not for much else.
That would depend on the lighting where you are taking the picture. If you have great lighting, a normal cheap camera would work fine, however if you have bad ligthing, a cheap camera may still work with the flash and if you play around with the settings for awhile, but hidef cameras normally work alot better in dim lighting.
Public access channels are exactly that, "Public Access". You can take a video camera and make your own show, and possibly get it on your local public access channel. Since the shows can come from a variety of sources, the camera, video editing equipment, talent, etc, is up to the person/organization making it and therefore can be any quality, good or bad. Like "judging a book by its cover", just because a show does not have good video/audio quality, does not mean the subject/content of the show is not worth watching.
