How do you prove an attempted murder or intent to commit bodily injury when the law needs more proof and this person has time after time threatened to kill my parents and law enforcement officials?

The answer lies partially in the wording of the question. "Attempt" and "Intent." An "attempt" to do something, or an "intent" to do something, must be proven and/or shown to have actually, but unsuccessfully, occurred or attempted. If there has been nothing but verbal threats and ranting and raving, perhaps there are grounds for "harassment" or some type of other charge such as "threats to do bodily harm," or "threats made in a menacing manner" (if those types of offenses are even on the books in your jurisdiction).
