Not clear as to what "rights" you think you can get restored. You may petition the court to have your record 'expunged' of your conviction, HOWEVER (if granted) that will only remove the record of your conviction from the public access part of your criminal record. It will always be available to law enforcement or the ocurts for their information. An 'expungement' is NOT a pardon and you will always remain a convicted felon, with all the limitations and restrictions that status places on you (i.e.- no possession of firearms - loss of the right to vote - etc etc.).
