First check with the appropriate gov't agency for any guidelines. Whether State or Federal their will be some guidelines and procedures. Then make sure you fit the criteria for pardon (usuallly a 5yr waiting period). Collect documentation of your judgment (conviction), rehabilitation and any other relevant information. Ask for letters of recommendation from your employer, family, friends, and anyone else who can support your reason for requesting a pardon.

When writing the letter make sure to be open, honest, and clear about the charges for which you are asking pardon, your reason for requesting pardon, and what you have done to deserve/earn a pardon (rehab programs, life changes). Don't expect a swift pardon based on a letter and a few recommendations from biased parties. Ask for a hearing and be prepared with everthing you need to defend your position if one is granted. Remember that you have already been convicted and are therefore considered guilty, so make sure you remain respectful and present a reasonable case.

Most importantly have patience and remember that you are no worse off for asking for a pardon, so it is worth the effort and worth waiting for.
