Insuring domestic tranquility is essentially insuring "peace in the land." In order to mantain this peace, however, sometimes it is necessary to give up some of our rights. For example, one blessing of liberty that we are given is freedom of speech. If, however, someone yells out "Fire!" at a public event, or "Bomb!" on an airplane; that person better be ready to face the consequences. If he argues freedom of speech then this comes into conflict between domestic tranquility and securing blessings of liberty. Which is more important? Sometimes, it is necessary to deny the rights of an individual in order to preserve the tranquility of the people as a whole.
