The RICO act basically makes it so that any member of the gang or group, not just the ones doing the dirty work, can be arrested, fined and sent to jail. Before, bosses and gang leaders were often able to go free because they didn't techinically "commit" the crime. The RICO act was created to stop this.

Why is RICO considered the single most important piece of legislation ever enacted against organized crime?

RICO, the Racketeer Influenced and Corrupt Organizations Act, is considered the most important legislation against organized crime because it allows for the prosecution of individuals and organizations engaged in a pattern of racketeering activity. It enables law enforcement to target entire criminal enterprises rather than just individual offenders, facilitating the dismantling of complex networks involved in organized crime. RICO's broad scope includes various offenses, such as fraud, bribery, and drug trafficking, making it a powerful tool for curbing organized crime's influence. Its successful application has led to significant convictions and the disruption of major criminal organizations.

Why should gangs be considered part of organized crime?

This is an opionion question and is not allowed on WikiAnswers, but I will answer it in my opinion. A gang is a formed group. Forming a group is an organized act. Also any crime which is done in concert (that is, with the assistance of another or more persons) is also an organized crime. So if you commit a crime on behalf of a gang, it is an organized crime.

What is the RICO statute and for what purpose is it used?

The RICO Act, short for Racketeer Influenced and Corrupt Organizations Act, was enacted by the Organized Crime Control Act of 1970. Its main purpose is to give extended penalties in the prosecution of organized criminal acts, and was targeted at the mob although it has since then been used in cases including police departments and gang activity. To be found guilty of racketeering under the RICO act, a person must have committed two of 35 crimes-27 federal crimes and 8 state crimes-within a 10-year period. Prosecution under the RICO act also allows for a civil suit component, with damage penalties tripled if found guilty. If found guilty, the defendant must also forfeit all gains made from the illicit activities. Please see the below link for more information.
