'Cheating' is not really used in law terminology. 'Cheating on taxes' is a term often heard, but the IRS refers to it as fraud or tax evasion. 'Cheating' is often used, not by the legal community, to refer to adultry. Fraud is the use of deception, including lies, to better one's position. Legal.com defines fraud as the intentional use of deceit, a trick or some dishonest means to deprive another of his/her/its money, property or a legal right.
There are no set punishments or sentences for criminal offenses. The court must consider the relevant law and the factors surrounding the offense and the offender. "Cheating" is not a crime. Perhaps you are talking about fraud?

Cheating is illegal and punishable by law in all 50 states in the United States.
All business law is based in the civil law system, unless the offenders actions cross the line into a criminal activity (e.g.: Embezzlement - Fraud - etc).
