It's not done automatically. Usually it's done by the paperwork filed to the court asking the court to seal/expunge the record.

Even if it's expunged from public sight, always remember it remains in the FBI data base FOREVER.

[Correction] Expunction and Sealing are two different things... if the case is sealed, it can still be viewed by the county clerks, judges, etc and is still available on the FBI Databases. However if the record is expunged, the Petitioner can request that the records held by the FBI databases be removed.
