To paraphrase one of the decisions, "a person may own several 'domiciles' but can have only one permanent residence." Therefore it can be deduced that the ONLY requirement is that a person establish a residence with the intent of making it their PERMANENT residence. It is this criteria on which IN EVERY STATE, the issuance of drivers licenses is predicated .
