In 1788 the first US Congress was elected. The House of Representatives had 65 members.

The Constitution requires the House to reflect the populations of the states. It does not say how many Representatives there should be.

As the country grew, the size of the House expanded to 435 seats. The Reapportionment Act of 1929 stopped any further growth of the House and required the Census Bureau to redistribute the seats among the states every ten years, after each Census.
