As long as all available seat belts are being utilised, excess passengers can ride in the vehicle without violating the law. If the excess passengers dirsupt the driver in anyway, the driver can be charged with careless driving. Seriously the above answer is not correct in my opinion. The number of passengers in a vehicle should not exceed the number of seatbelts available under any circumstance.
