It depends on how you go about putting it together. You can get a portfolio in one of two ways:
1) Do test shoots with various photographers. Test shoots don't involve any money and deal with you shooting with a photographer and in return they will provide you with a copy of your images. After doing a few test shoots with a few different photographers, you can choose which images you want to go in your portfolio. There are online portfolios as well as hard copy portfolios, which require printing out your pictures and placing them in a simple, black portfolio case. You can ask the photographers to retouch the pictures you want to go in your portfolio. This alternative is much more cost effective if you don't have a lot of money to spend.
2) The second option is the same as the first except that you find photographers and pay for their services. Photographers often make paid work a priority and may offer you more in return, such as a CD of images all retouched or may even print out your favorites from the shoot.
The basic costs of a portfolio include:
1) Photographer (optional...free if you do test shoots)
2) Portfolio case (for hard copy portfolios)...you can find such cases in any office supply store. Don't spend a fortune on one...you can buy a simple one for between $15-30.
3) Printing costs (if you choose to have a hard copy portfolio)...you can either print your pictures from home if you have a good photo printer, or you can take your images to places like Kinkos and have them print them for you. Your images for a hard copy portfolio should be at least 8"x10"
