If you want to order it by mail, you would have to pay postage and handling in addition.
Dealers get them as part of larger lots for almost nothing per stamp- say 65% face if mint and

It is the kind of stamp I use on letters if unused or give to kids if used.

From pe.usps.com they have pictures of the stamps. An H rate stamp with a HAT is worth 33 cents, and an H rateMAKE-UP stamp with a picture of a Rooster is worth 1 cent. Please look for yourself.

The "H" rate makeup stamp is worth one cent US. It was used with the pre-rate change 32 cent stamp to make the new 33 cent cost of a first class letter.

No. Although the "letter series" were designed to function as nondenominated stamps, each successive letter has a specific value after it was superseded. Only the Forever stamps are good for a one-ounce letter "forever." The H stamp is worth 33 cents toward the 2011 rate of 44 cents (88 cents large envelopes). The H "makeup rate" stamp (rooster weathervane) is worth only 1 cent.
The USPS often requests a rate hike. They do not know if they will be granted the full amount, or if it will be something less. In order to prepare for the new rate, they print up hundreds of thousands of stamps, but they don't know what value to print on them! So they put on a letter instead. The H Rate Makeup Stamp is to be added to the value of the old First Class stamps and bring them up to the new First Class rate. In this case they are worth 1 cent of postage.
The most common G rate stamps sold for 32 cents and are still worth that amount as postage. There was also a make-up rate stamp worth 3 cents that was intended to be used with a 29 cent stamp to reach the new G rate of 32.
