When it comes to HTML coding however, the majority of it, just like common words and phrases are not eligible for copyright protection. The only parts of web page code that is protected are those sections that would be deemed to have "sufficient originality" (some examples would be a unique javascript application or embedded widget). If that is what you want to use then permission must be sought. If all you are asking about is "generic" HTML then it is already conidered to be in the public domain.
