you must be 16 although rumor's have it the law has been changed as of september 2012 to where the LEGAL age to obtain a NYS LEARNER'S PERMIT is 15..... I highly suggest looking in to it. You or anyone else reading this if interested....

A permit is just like a license except you have to have a 21 year old in the passenger seat. This means you can drive anywhere in the U.S. you want.

If you are talking about a permit to drive, you have to be 16 years of age. (Hopefully they will make it higher with all the teenagers causing accidents now)
