It is not illegal by any state laws. However, it may be unethical by school rules.
Are you (19-year-old) still in high school, and is the teacher a highs school teacher? If so, it is unethical and the school may consider it misconduct.
The same may apply if both 19-yr.-old and teacher are in the same university.
It is a proven law that in order to be eligible to attend a date with your high school teacher you would have to be of the age of 18. If you do attend a date with your teacher it must be in a public area.

Both have their advantages and disadvantages. An old teacher has many years of experience but may have become bogged down in their teaching style. In more dynamic subjects, they may not be entirely up-to-date. A new teacher (I assume you don't mean a tracher - whatever that might be!) may bring more up-to-date knowledge and ideas, but will not have the depth of experience.
