The youngest age is 15 in New York but you would've had to take at least a year of drivers ed already. If you haven't then the age is 16.

18 yrs. old the answer to your question depends on your location. in most states in the U.S.A you can have one as soon as your sixteen. in some states its seventeen. the same for most of Europe. in Africa, only S.A and Egypt have drivers permits which you get at seventeen while the rest wait for a real liscense till they're eighteen. hope i was helpful
