Well the earliest you can get one is @ the age of 14, it wouldn't be worth it to fill one out at this age because you wont be able to get a job at this age anyways and its hard enough to find one at 15...everyone is changing their age of being able to work...but at 15 you have a good chance of getting a job at a local grocery store bagging groceries.
